So I'm 23 and my older brother is 15. If I say something that angers him, or do something he doesn't like, he'll come in my room, or wherever I am and punch me, push me down, kick me once I'm down, etc. I tell my parents and they talk to him briefly, but then they just let it go and do nothing. This keeps happening.

I meant the older of my two brothers. One is 15 and one is 13

What he needs is kick in his face by a grown man, namely you. Next time he comes over knock that little shit out and break his jaw. You should be able to throw him down with body weight alone, bonus points if you crack his ribs.
